Everything said is repeated, offset and muttered.
Four loopers; three playing and one recording at all times. Each looper has it’s own ADSR controlling the playback volume. Each ADSR output can be offset a set amount from the previous looper.
There are a few different effects in here depending on the LFO rate which cycles and triggers the loopers and the ADSR envelope.

Top row: ADSR (controls all four loopers)
Offset: controls the delay applied to the ADSR output. Looper 1 always plays with ~0ms delay. Each looper after that is triggered with a multiple of offset (e.g. Looper 3 is offset by 3 x offset). This is a CV delay, not an audio delay.
LFO: controls the rate at which Loopers are triggered and how long they record for.
